The chart ruler is the planet that rules the zodiac sign on the ascendant. If your rising sign is Leo, your chart ruler is the Sun. If your rising is Virgo, your chart ruler is Mercury. If Capricorn, Saturn. The chart ruler is treated as the planet whose condition and placement most strongly describes how the entire chart is going to play out in the chart owner's life.
A chart with the chart ruler in a strong house and well-aspected is often interpreted as having a clearer life direction than one with the chart ruler hidden in a difficult position. A Pisces rising person whose chart ruler (Jupiter, in traditional rulership; Neptune in modern) sits in the tenth house with strong aspects often has a different felt life trajectory from a Pisces rising whose chart ruler is buried in the twelfth house.
